Ernest Hadley


Mr. Hadley is engaged in the private practice of law in Wellfleet, Massachusetts, and has been representing federal sector employees before the Equal Employment Opportunity Commission, the Merit Systems Protection Board, in arbitrations and in the federal courts for the past 25 years. He also occasionally represents agencies before the EEOC. He also serves as Of Counsel to Gary M. Gilbert & Associates in Silver Spring, Maryland.  He is admitted to the bar in the District of Columbia and the Commonwealth of Massachusetts.

Mr. Hadley is the author of several books on federal sector employment law including, A Guide to Federal Sector Equal Employment Law and Practice, Representing Agencies and Complainants before the EEOC; and A Guide to Federal Sector Disability Discrimination Law and Practice. He is also the co-author of Sexual Harassment: Federal Law; Federal Sector Workers’ Compensation Law; Motions Practice before the Merit Systems Protection Board and Equal Employment Opportunity Commission; The EEO Counselors’ and Investigators’ Manual; and Effective Summary Judgment Motions.


William Wiley 


Mr. Wiley is a federal employment law attorney with over 33 years of experience working with and within government agencies such as the U.S. Merit Systems Protection Board, the Federal Labor Relations Authority, the U.S. Office of Special Counsel, the U.S. Equal Employment Opportunity Commission, and the Office of Workers’ Compensation. He is now in private practice in San Francisco, California.

He was appointed initially into government as an agency representative and then selected as a four-time Presidential appointee, serving as the Chief Counsel to the MSPB Chairman and separately as the Chief of Staff to the FLRA General Counsel. He is the author of the e-training modules, How to Fire a Federal Employee and How to Defend a Federal Employee. His most recent book is UnCivil Servant: Holding Government Employees Accountable for Performance and Conduct.

Peter Broida

Mr. Broida is an expert in federal employment law litigation practices. A 1973 graduate of New York University Law School, he maintains an active law practice in Arlington, Virginia, where he is counsel to and represents employees, unions, and federal agencies before the MSPB, arbitrators, and EEOC, and appellants before the Federal Circuit. Prior to becoming involved in federal sector employment litigation, Mr. Broida worked with law firms in Pennsylvania representing management in private sector labor relations. He then joined the American Federation of Government Employees in Washington as a staff attorney, and became Assistant General Counsel for Litigation. He returned to private practice in 1980, specializing in federal sector employment, labor, and civil rights law. Mr. Broida is the author of annually-updated texts, A Guide to Merit Systems Protection Board Law and Practice and A Guide to Federal Labor Relations Authority Law and Practice.

Gary Gilbert

Mr. Gilbert has lectured and written extensively on various aspects of employment law. He is a former Chief Administrative Judge with the U.S. Equal Employment Opportunity Commission and the author of Compensatory Damages and Other Remedies in Federal Sector Employment Discrimination Cases.

He is a frequent speaker on employment matters, appearing at conferences such as the annual Federal Dispute Resolution Conference and the annual EEOC sponsored EXCEL conference. He has been called upon to provide training for lawyers, non-attorney representatives and other employees at many federal agencies and was invited as a guest speaker on the subject of compensatory damages at the MSPB judges’ annual conference.

Mr. Gilbert is a member of the Labor and Employment Section of the Maryland Bar Association and sits on the Section Council. He has written several articles for the Maryland Bar Journal, the Maryland Bar Labor and Employment Section Newsletter and the Florida Bar Journal.
